ci: use central checkout-siblings composite + concurrency; fixes main->main sibling ref (was main->dev)
Replaces the 8x-repeated sibling-checkout block with freemkv/.github checkout-siblings@v1. Adds concurrency cancel-in-progress. All jobs (incl. consumers running dependent suites) preserved.
