Matthew Jackson 1662345b7e online: halt and liveness wiring, forensic fallback, LAN key-service hosts
The query worker honours ctx.halt() and reports liveness (following
libfreemkv's Progress -> Liveness rename). A definitive key-service miss
allows the forensic phase fallback. LAN, loopback and link-local hosts
are allowed, vetted with libfreemkv's is_blocked_ip.
CI path-patches freemkv-unlock and runs cargo-deny from the repo dir;
Stop tests use idle bounds instead of tight wall-clock limits.

# Dependency updates land on `dev`, never on `main`.
#
# `main` here is a RELEASE POINTER that freemkv's release-orchestrate.yml
# moves to each tag. A bot commit on it would put work there that no tag
# contains, which is exactly the state that aborted the 1.6.2 cascade at the
# last step -- so pointing Dependabot at main would recreate that failure on a
# schedule.
